Regarding the introduction of unified digital platform based on the portal "Work in Russia"

In accordance with Federal Law No. 219-FL, dated June 28, 2021 "On Amendments to the Law of the Russian Federation "On Employment of the Population in the Russian Federation" and Article 21 of the Federal Law "On Social Protection of Disabled People in the Russian Federation", the All-Russian database of vacancies "Work in Russia "is renamed into a Single digital platform in the field of employment and labor relations" Work in Russia". The tasks of the unified digital platform, its structure and functionality are also set.

According to the law No. 219-FL, the list of employers whose duties from January 1, 2022 will include placement on a single digital platform or on other information resources is determined:

• information about the needs of employees and the conditions for their involvement,

• information about the availability of vacant jobs and vacant positions, special workplaces equipped (equipped) for the work of disabled people.

This list of employers includes:

• state authorities of the Russian Federation;
• state authorities of the subjects of the Russian Federation;
• local self-government bodies;
• state and municipal institutions;
• state and municipal unitary enterprises;
• legal entities in whose authorized capital there is a share of the participation of the Russian Federation, a subject of the Russian Federation or a municipal entity;
• employers whose average number of employees for the previous calendar year exceeds 25 people, and newly created (including as a result of reorganization) organizations whose average number of employees exceeds the specified limit.

Also, as of July 1, 2021, employers are obliged to notify the employment service about the day of hiring a citizen within a five-day period when hiring a citizen sent by the employment service body. In case of refusal to accept employment, notify about the day of the negotiations held with the citizen about the job and the reason for the refusal to accept. This notification can be sent in electronic form using a single digital platform.
